The Dam Safety Section administers the State Dam
Safety program, operates and maintains the Winooski Valley Flood
Control Reservoirs, and periodically inspects the 85 state-owned
dams. The section operates a permit program for construction
and alteration of non-hydroelectric dams (the Public Service
Board regulates hydroelectric dams). The section inspects privately-owned
dams on a resources-available basis, maintains an inventory of
dams, and provides technical assistance to dam owners.

State fish culture stations (hatcheries) raise
cultural fish to mitigate the impacts of environmental degradation
on the spawning and survival of fish populations; to rehabilitate
fish populations; to re-establish fish populations that have
severely declined because of social or environmental pressures;
to expand the range of desirable fish populations where suitable
habitat exists but is limited by spawning habitat, access or
some other factor; and to provide public recreational angling.

The Department of Environmental Conservation's
(DEC) Environmental Laboratory is centrally located in Waterbury,
Vermont on the second floor of the R.A. LaRosa Environmental
Laboratory. The DEC Lab provides high quality analytical support

The Center for Clean and Clear was established
in May 2007, to enhance Vermont's commitment to improve water
quality in Lake Champlain by placing the resources dedicated
to improving water quality in the Lake - resources that were
spread through many state programs - under a single director.
The CCC has established both a functional structure and a
physical location that have resulted in strong lines of communication
across programs, departments, agencies, and organizations.

The Lake Champlain Basin Program was established
to coordinate the activities envisioned by the Lake Champlain
Special Designation Act of 1990. The program is guided by the
Management Conference, a 31-member board representing a spectrum
of interests in the Lake Champlain Basin. The Management Conference
is charged with developing a comprehensive pollution prevention,
control and restoration plan for Lake Champlain. Federal, state,
and local government officials and representatives from industry,
education, non-government organizations, and the general public
participate on the Management Conference. The LCBP is jointly
administered by the U.S. EPA, the states of Vermont and New
York, and the New England Interstate Water Pollution Control
Commission.
